Imagine a territorium on which Legal Pluralism can exists. Or perhaps a milder version of it, where different policies can be selected in parallel to act on different parts of the territorium.
Perhaps even acting as Experimental Zones. Of course, people living in those zones would have to by consent be more open to changes in the law, within certain humanitarian bounds.
This could give the lawmakers the ability to try out ideas and see physical results (of course after running simulations as well).
